It makes sense (though by no means does that does mean the conjecture is true).

I don't have the text of AtD available to me now, but recall that when
I read it I thought that the back and forth between J. and Hilbert
during his the lecture on RH "suggested"  this conjecture.  Take with
some grains of salt -- my memory of the text is hazy.
