Wasn't part of the reason to keep workers for public transportation from having to go out?

But they also shut down all the bus routes, even in the highest-ground areas. New Yorkers (rich and poor alike) don't drive - they really need public transportation. The blizzard was traumatic precisely because so much of the mass transit (but not all) was knocked out.
