"pacts sworn to" [pact: an agreement, covenant, or compact] suggests a
conspiracy.
"in rooms since shelled back to their plan views" means that the rooms
previously housing the conspiracies have lost their roofs and now one
can see floor plan from above.
"not quite by accident of war" suggests that the rooms were destroyed
to hide something (like the pacts).
