Obama's biggest failure was to not take full advantage of his first 2
years.  His second half-term w/ a TeaParty House majority has rendered
ANYTHING he proposes a non-starter.

Senate Democrats are also to blame for leaving in place the unchecked
filibuster.  The Senate was not designed to require a 60 vote
super-majority to even debate any proposed legislation.  That rule
could have been modified while the Dems controlled the Senate.
