Yes, Frans is haunting Pirate, as he does again in the last parts of the 
book, during the escape in the Thunderbolt.

Not sure how Osbie knows this. (high on nutmeg as he is)

I would guess Pirate is worried about the experimentation going on at 
the White Visitation, where Katje has been sent.

The new worry would be the Octopus thing compared to which previous 
efforts were not so bad.
