Political progressives are disdainfully referred to (by conservatives) as 
"bleeding-heart" liberals, from the phrase: my heart bleeds for you, which means 
"I feel sorry for you."

It means expressing concern over and doing so in a theatrical attentions-seeking 
manner.

The communists were "bleeding over" the distressed Americans of the Great 
Depression--the unemployed workers.

Also (and especially as the text has it)  the discriminated -against African 
Americans.
