V Epilogue - waterspout?

I've always loved the postmodern game here of breaking the frame by
directing the reader to observe the authorial creation, in this case of an
rare and unobserved event, the waterspout, and its erasure from
visibility/view/review.  There should be a term for some part of
this, something with fiat in it.  If I remember correctly, Vonnegut, in
Breakfast of Champions, uses his authorial voice to cause the chain of an
angry tethered dog to snap.
