Random, certainly not intended, but I've lived within 10 miles of both
Oakland, CA and Camden, NJ: I've known cops in Oakland and had buddies
who went on to be cops in Camden.  Say what you'd like about them, but
Oakland and Camden are far better off with less-than-stellar cops, as
opposed to no cops at all.  Take away the cops and you'd have true
anarchy.
