GR translation: wet pools of Prussian blue

Another "simple' magnificent phrase, imho.
 
Prussian blue, check it out, is a color formed via iron oxydation, named way back there....dogs
roaming thru cities would get corrosion on their coats, corrosion from rusting, oxydizing iron in
our industrial-age produced cities....
 
wet dogs would be standing in pools of water full of such oxydation residue. 
 
Prussian, of course, has all those militaristic overtones and with this phrase Pynchon makes
his anti-iron trope stretch beautifully wide.......

What the these "wet pools of Prussian blue"?
