Isn't he simply talking about the sort of sheet music that was available and current at the time? You want to play Somewhere Over the Rainbow, you go to the local music store and for a quarter buy sheet music with it arranged for you and, if you're a better player, with chord changes noted above the staffs.

Of course you're right about this, but my point is that what he is talking about is a guy who knows enough piano to accompany himself, or his drunken buddies, while they attempt to sing whatever it is, usually some pop songs of the day. He's not playing a full-blown piano arrangement. Trust me, I'm a trained professional, for whatever that's worth.
