Not Borges but ... I would think he means that the Beauty is accidental - the harmony and manipulations are not accidental but the beauty within them is. Finding beauty is like an "Aha!" moment. We can't systematically take something apart and find beauty and repeat it - there's something "accidental" about the kind of beauty Borges is talking about.

I've always had an issue with any kind of "universal truth" or "beauty" in literature (or anywhere) but actually, I think Borges is UNtying the union between beauty and the eternal.

B.J. was a great man but Shakespeare has gone in and out of favor down through the ages - the early 20th century was rather tired of him.
