just channel-jumped to a Colbert Show where he is on The Intrepid it seems, talking
to the Commander who has just spoken of the 1-40 scale model they have on board
when Colbert, standing by a real plane, says he prefers the 1 to 1 scale model....."gives
a better sense of the actual size".......

Surley this is the germ of the use, yes, thanks much......(maybe the math too, dunno).........
and I would suggest one level of meaning in this section of AtD is that,
unlike the natives who simply live in the territory, Cyprian's necessary double-mindedness
(in some sense) in trying to cover the territory and find the Interdict is implied---remember how the
regular citizens even got evasive and vague when he tried to ask them for help?
A lived-in territory is now a mapped territory predicting (loosely) War. For Cyprian and those he represents.
