Way back in the early '70s when I was a youngish hippie mom I tried to ban guns from my son's play.   Impossible -  if there weren't toys for the purpose he used his pointed finger.   I realized I couldn't effectively prevent his playing shoot 'em up of some sort.   So I made a rule and set a scenario for him - he can only shoot those animals which are going to hurt him.  Never shoot people  - "I don't want you even playing pretend to hurt people!"   

 Then we put all his stuffed animals around on the floor and sitting in his boat (bed)  he could aim and shoot as he traveled through the swamp.   He had about a dozen stuffed animals of various sorts,  bears, an alligator, whatever.   He was about 5,  I think.   It was a phase of maybe a year - probably less.   He never did get a toy gun.
