What does "everything now for form’s sake" mean?


If no one else wants to step into the breach,  I'll say it might mean to  be
sure and follow the paranoids SOP, touch all bases, leave nothing unchecked,
step on or don't step on all the cracks in the sidewalk, etc., etc.

But it could be something else entirely.
