I agree with you and your scholar or two, and I think that is right: all life can be seen to be a will to power. No thing comes into life with the sole purpose of dying. A human might be willing to die so that something else may live and increase in power. Any other animal or plant life do that? And if a human does, can't Nietzsche say that that final will is itself a will to power? He would, and that just bugs me, in that it's too easy, it sounds like a rationalization, the will to power is rendered down to a will to satisfaction, and will to pleasure at any level, even if it is through tremendous pain.
But he doesn't stop at saying human life is a will to power, or all life is a will to power, he seems to insist as his thinking about it progress, that the entire world is a will to power, meaning the entire cosmos is a will to power. And there, it seems obvious, he has overstepped his own strict epistemological principles, as is describing something that is metaphysical. There is no physical evidence that Nietzsche can point to that the entire cosmos ha a will, even if its a non-conscious one (which, if you've been following my jabberings, it is for Now). At any rate I'm not willing to follow Nietzsche into that particular intuition of his, if it's true that is what he is saying, I'm more than happy to be wrong about it and discover that I already am a Nietzschean entire. Better than a Borgeian, although we do all love a good labyrinth, don't we. ; )
My experience with the eternal recurrence, which I'm not sure Nietzsche realized, I'll have to check on his brief comments about it, is that all your decisions have already happened before, born and borne away, and will again, as I made very clear the there night, and will again. I may have to increase the wattage, I don't want to keep returning to a luminous understanding and experiencing of the eternal recurrence of the same every time I return to ingestion of the psilocybe, I'd rather at this point just get straight to what the psilocybe has to say at this point, such a fascinating entity, now that I know that it encompasses this planet and that I have been encoded with genes, as others are around this planet, that are more than human, are of human but are no longer human, and will soon spring forth into being, for we are becoming now what we already are.

I think Nietzsche would say, it will all begin again and again after it reaches Nothing again...as in Hindu mythology.
A...and, re will to power, a scholar or two, if I got it right, has said that "will to power" in Nietzsche is, at root, a will to expression in
word or deed. Foundational. Some manifestation of what we reify as the Life Force.......................................
not political or psychological meanings of 'power" (although expression would be psychological somehow)
