Partly a case of picking one's battles. But it's more than that
according to a recent Rolling Stone article. From Digby:

Over at Rolling Stone, Tim Dickinson has a good piece about the Obama
administration's sudden about-face on medical marijuana. Initially
they made soothing noises and announced that they wouldn't target pot
dispensaries that complied with state law. Then, last year, everything
changed:
"The reversal began at the Drug Enforcement Agency with Michele
Leonhart, a holdover from the Bush administration who was renominated
by Obama to head the DEA…Almost immediately, federal prosecutors went
on the attack."

Ultimately Obama's fault. He could have nominated a more liberal DEA
head, leaving the DEA headless when Senate Repubs refused to allow a
confirmation vote. Blame for a do-nothing DEA (nice goal) would have
easily been laid at the Repubs. feet. I think Obama is much less
liberal at his core than most folks think.
