(np, political) Kerlikowske and pot persecution

first must say, love the name...

but I was poking around trying to get some details on the
reinstatement of the Cannabis Inquisition (no-one expects the Cannabis
Inquisiition!) by the Obama Administration

for no apparent reason, they reappointed Bush legacy Michelle
Leonhart, which is also a good name although its bearer bears also
lamentable benightedness concerning medical marijuana...

but the chief at the office of drug policy is one Gil Kerlikowske, who
as Seattle police chief opposed an initiative placing marijuana
arrests as the lowest police priority.

where do they find these people?  a-and why do they choose them?

I doubt that the cat who smilingly admitted that he inhaled lost a
single vote by doing so -- probably gained some -- why does he turn
around and choose uptight ignorant staff who make confetti out of his
campaign promises?
