Seems to me that we all understate the degree to which the executive
branch of the government is comprised of a whole lot of people with
their own agendas, many of them institutional, and overstate the
degree to which Obama is supervising and directing their efforts.  And
I think that's equally true of Bush and Clinton before him.  There are
only so many hours in the day for POTUS to supervise everyone, and
even where he is personally involved in making a decision, you have to
wonder about the information that's put before him.
