Goes out to Michael Bailey for bringing him up:  
 
C.S. Pierce is a philosopher who has a major place for Chance
in his systematic philosophy.  One way to state a slice of his 
cosmological argument,if I haven't lost it, is: There must be an active element of 
Chance in the universe otherwise entropy would already have been
achieved and stasis would still be reigning unknown to all of us who wouldn't
exist.  
 
Chance means all the material that is the universe is NOT predetermined to
be what it is forever otherwise see above. Apply the above to The Eternal Return 
also,which would be the eternal return of said stasis, pace Nietzsche and Eliade.
 
Whatever is The Universe has random physical material surprises. 
 
Or else (a) God intervenes--or has.
 
Tychism (Greek: τύχη "chance") is a thesis proposed by the American philosopher Charles Sanders Peirce that holds that absolute chance, or indeterminism, is a real factor operative in the universe. T
his doctrine forms a central part of Peirce's comprehensive evolutionary cosmology. It may be considered both the direct opposite of Einstein's oft quoted dictum that: "God does not play dice with the universe" and an early philosophical anticipation of Werner Heisenberg's uncertainty principle.
