Why is the coherence of the global system a thing to be maintained? Doesn't the recent disclosure of public records about  the CIA coup in Iran. along with the lack of WMD in Iraq, the overthrow of Allende, the long debacle in Vietnam, the current NSA revelations and many other actions all reveal the inherent and extreme abuse of "the current system" and require the reform of the current system?
 What is the legitimate basis for a coherent global system of checks on the abuse of power, such as the use of nerve gas, drones, secret detention centers  that use torture? 
Should those checks extend to the US? 
If they don't extend to the US, doesn't the US continue to function more as a world Empire than a democratic republic, and how is that role consistent with democratic values? How does it amount to anything other than fascist dominance?

 I agree there should be an international accountability for the use of chemical weapons  and that  it could legitimately include strong measures. But is the US a legitimate sole arbiter of such decisions? What also is the legitimate basis for the US to ok nerve gas for use by Saddam and nix it for Assad? 

Shouldn't those who claim that the use of these chemical and biological poisons are inherently criminal therefore set an example and   lead by destroying their own stockpiles  or by  making them physically inaccessible?
