One plausible explanation:

"Doing more search on this topic, it's actually a local government's
open bidding for traffic cameras, they installed them on the same
location for testing and comparison. The bidding process is now over
and the cameras are already removed.

What's really hilarious here is the author's IQ. Anyone with half a
brain would have thought about why the creeping Chinese government
need so many cameras to monitor everyone, while one or two would do
the job just fine. And why these cameras are installed over street
lanes....

BTW, the most densely deployed public traffic / security camera system
was in UK, followed by Japan, US etc. China wasn't even close... they
have a lot to learn from NSA in the surveillance business."
