Within AtD, it's the journalistic/freak show exploitation of the Blinky
Morgan trial (which almost draws Merle in), plus the bad food and coffee,
that earns his opinion.

Outside that context, I don't know. I've certainly heard other places
deprecated as "the asshole [or armpit] of [country]." I linked to the photo
because that seemed to me a remarkably ugly City Hall, made more so by the
dark luminosity of the photo.
