Both/and,  inherently. I've always assumed the prospectus was so named for
its potential to mislead, hence piggybacks the literary (I'd say rhetorical)
sense wherever it goes.

That Pynchon.....I did not know there was such a thing as a red herring
prospectus but assuming he learned after he knew the literary term ' red
herring' , he musta smiled......talk about a real meaning worked to both
meanings in this novel........
