With Kafka, TRP chooses bureaucracy to savage in GR. unusual in a WW 2 novel, which GR goes beyond in his historical indictment, of course. Bureaucracy as 20th Century 's crime ( one of).   [where ARENDT was used by him?] 

Then in ATD the merged Chums between the wars build a whole superstructure. A whole bureaucracy?
