And coming up, a 65th anniversary: on Aug. 10, 1949, as part of a
cabinet-level reorganization of the US armed forces, what had been the War
Department since 1790 became the Department of Defense. Less than three
weeks later, the USSR would test its first A-bomb -- an announcement that
"defense," in the sense that great-power history until then would have
recognized, was becoming obsolete. Deterrence, retaliation, annihilation,
yes -- but not defense.
