Seems, from this book I am reading, that it may be MClure's Magazine muckraker, Lincoln Steffens, SHAME Of THE CITIES, & AUTOBIOGRAPHY----" I have seen the future and it works", his famous line after a trip to Russia after the Revolution---may have been the writer who capitalized the word. " As he penetrated the underbelly of American politics...he came to see petty bribes And minor frauds as fragments of a larger system" ..........soon referred to as The System.
