   this is a good, but not the greatest, essay which I came across and read because " the Deep State" echoed ' the deep Web' in my ear/mind.

If you don't read it all, read footnote 2 in which the definition of ' the Deep State' is so clearly
stated, is very Pynchonian,  and sourced in one of TRP's faves, Le Carre.
