What Does Palinspeak Mean?

"...she speaks very much from the inside of her head, as someone
watching the issues from a considerable distance."
I see no evidence she's ever "watched an issue" at all. There are no
issues, just verbal tokens she tosses out because they get an audience
response, a la Searle's Chinese room.
