Little help coming up with a word

STACKING!!!
As in Christian conservatives attempting to stack district school boards
with members of their church or civic groups, or like when Pat Buchanan
stacked the Reform Party leadership convention with his partisans, thus
being able to wrest control of the party's agenda and make it more socially
conservative (fascist really).
Stacking.
At least, I THINK that's the word I was looking for?
