I assume it is a conscious reference on P's part. And I would argue that
it touches upon one of the central political themes of the novel,

Yes, I have read the Pilger piece. As usual, I agree with his line of
thought.
My only complaint is that Andriy Parubiy was not the co-founder of
Svoboda, as Pilger states, but together with Oleh Tyahnybok the
co-founder of the Social-National Party of Ukraine. The mentioning of
this fact would have driven home Pilger's point even better.

Presumably at some point the headqurters of the Social-National Party
received a call from Langley:
"Look, Andriy and Oleh, there are limits even to what we can do. And we
cannot sell a party called Social-National Party to the Western public
as a legitimate opposition party. At least not yet. So, with a view to
future regime change operations in Ukraine, please do yourselves and us
a favour and rename your organisation. Then, wo knows, perhaps at some
point you will be in a position to shake hands with neo-conservative
foreign policy hawks taken over by Hillary Clinton from the Cheney
administration, Republican mavericks and the German foreign minister in
Kiev. How about that?"
This worked out just fine. Nowadays, the Nazi Parubiy gives lectures on
"Ukraine's experiences in countering separatist and Russian actions,
with particular focus on assessing the role of hybrid warfare" at the
Royal United Services Insitute (RUSI).

Surely, in his lecture Parubiy discussed the Dirlewanger-style pogrom in
Odessa, in which he was personally involved, as a shining example of
"countering separatist and Russian actions."
