Off the record isn't a legal term, and while it would be ethically
poor of the journalists involved to directly report the contents of
the meeting, there are ways around it. Hell, my first newspaper editor
said that the first sentence uttered after "this is off the record"
is, well, off the record, and from then on it's entirely negotiable.
