Is the West responsible for the Ukraine crisis?

I assume that interested P-Listers have read the piece in Foreign
Affairs, an excellent essay on the Liberals and NATO/EU expansion
often cited by Chomsky. Of course Chomsky's judicious use of the
piece, including prefacing his remarks on it by acknowledging that the
author and the publication are not friends of his or of those who
critique US policy from the Left, is often meshed into his critique of
US policy on the global level, a general conflation of policies in all
regions of the globe where the US acts and has acted since the 19th
century, and, while don't disagree with him generally, it's a lazy
lumping that Chomsky has, in his senior years made a practice that
often undermines his work on the specific policy debacles.
