Not P but Disinformation ?

I ran across this quote today from utopian philosopher Richard K. Moore,
author of "Escaping the Matrix,"

I have to ask the most literate group of people I know in the hope that at
least one will answer me: Is this true? Is Russia Today a truly valuable
news source? Last I heard, it was to be considered as The Mother of All
Fake News
But I could be being lied to.
What's the story?
