Who was it who said Dylan was goofing on the Swedish Academy?

Seems like an overly credulous and somewhat desperate Dylan fanboy's
attempt at rationalizing a pretty embarrassing bit of online pinching.

Listening to his speech, which had the exact same tone and inflection as he
when he hosted a radio show on Sirius a while back, I can find no
indication of his tongue being planted in cheek.
