That could have several meanings: 

1.  I guess Jeffrey is  *standing in line*  somewhere to purchase tickets to see a ballet that Emma (woman) wants to see. She’s minding the kids at school?  (Isn’t she a school teacher?)    He might be “on” a line I suppose.  

2.   Jeffrey is “online”  (internet) and is waiting a long time for some reason.  (I doubt this one.) 

3.  Jeffrey is "on the hook”  (he promised Emma) for the tickets,  but waiting for hours is ???  

I think it’s the first one due to waiting,  but it could be a wordplay combo of 1 and 3.
