I also read it as a full lyrical expression of Wittgenstein's famous line: "The world is all that is the case. "That flat statement is positivism, however, not poetry. 

Filling his consciousness, DeLillo stresses. A kind of secular omniscient perspective, so to speak.

As if he were a Chum of Chance looking out--down--from the balloon's living orbit.
