One thing the Mueller Report shows: one can't get enough convictable evidence from cyberspace actions and orally ambiguous (therefore "uncertain"--"unable to be reduced to certainty" per a great Pynchon phrase) conversations. 

What exists in the ether and nowhere else , encased in willed evasion and ambiguity, can 
  (maybe) never legally convict.

Like the death in BE.
