It’s hard to definitively say conspiracy or cover-up... 

“West, Bugliosi and Manson … Those guys had secrets; they were sinister … I sometimes wondered which was the most evil of the three of them. I’m not sure Manson was.”

It reminds me of the film by Thom Andersen called Los Angeles Plays Itself (2003). There is a general air of unreality about the whole city. It pervades everything, even the police department.
