Indeed, Frank G. Wisner II is Nicolas Sarkozy's stepfather:

"(...) Mr. Wisner’s current wife, from whom he is separated, was once 
married to Pal Sarkozy, the father of President Nicolas Sarkozy of France."

Surprisingly, or rather unsurprisingly, it is hard to find much 
information on this family link between Nicolas Sarkozy and Frank Wisner 
II in the legacy media.
