Having taught in NYC private schools for over a decade, my experience is that "senior plays" are usually completely done by seniors as graduate thesis projects. Otherwise most schools have two plays/musicals per year, which feature all students, freshmen up to seniors. "Guys and Dolls" is still fairly popular.
Having said that, a 16-year old would be a sophomore. It's unlikely he'd be cast in the lead role: that usually goes to seniors, UNLESS someone is wildly talented, then exceptions are made. So for Ziggy to have the lead in a spring musical, he must have been a wildly talented freshman. And there'd probably be some bruised egos among the upper-classmen!
As far as timing goes, my school usually had a play in the Fall and a musical in the spring.
Obviously other schools may vary, but I thought I'd mention this!
