Repeating “is” is a colloquialism used by excited speakers, in Pynchon and elsewhere.
For example
“The thing of it is,
is yada yada yada blah blah blah”
There may be other interpretations, for those more
familiar with Hegel
and Russell*, but this one
seems worth mentioning.
*Putting the first “is” in quotes could point to that possibility
