I think the line first and foremost describes a ritual sacrifice. The 
reference to "House of the Rising Sun" may also point to New Orleans as 
one of the places where the crime was hatched and Jim Garrison's 
investigation took place. The "democracy as a whorehouse" and "rise of 
fascism" reading I find too far-fetched.
