It’s been happening since Kindle tried reproducing some classics because the basic material was available without copyright restrictions. Amazon used the Gutenberg versions which made some volunteer typists for Gutenberg really angry because Amazon was charging $1.99 for these digital copies (more or less).
Also - if the new publisher adds anything, like an Introduction by some college professor, they can copyright this new edition and sell it for whatever they can get for it.
