I’m with ya, Scott.  Except the “individual” analogy is too squishy.  We
need *enforcement of good intentions*. Like I said earlier:

The intent of the statement “NEVER AGAIN” was never meant to be a PERSONAL
resolution.  It’s not like the declaration of a drunk to “never again” fall
victim to Demon Alcohol.

*“NEVER AGAIN” is a COMMUNITY RESOLUTION.*  It’s only meaningful if
the *resolve
of the community* makes it meaningful.
