GR translation: through a shouting and humidity

V156.38-40, P159.21-23 All at once, through a shouting and humidity that
might have made it hard to concentrate, she saw, there, up on one of the
ledges, looking down at her . . .
Here "a shouting" means people around her were shouting, is that correct?
The published translation thinks it was her who was shouting, which doesn't
seem right to me.
