BEg2 chapter 13 why was Reg at the Deseret

This is something that I hadn’t  really incorporated into the total network of Ice/ CIA/Mormons/Deseret/arabs/  connections. It seems to me that Pynchon could well be setting up the fictional scene on the roof of the Deseret and the murder of Lester Traipse to be loaded with the troubling connections around 9-11. Why? Why is video footage so critical to this nexus?
