BE - possible military/CIA experiments on children

The topic of the CIA/military performing medical experiments on and torturing children in order to transform them into programmed killers will come up later in the novel. Whether anything like this (without the time-travelling bit, of course) actually happened is highly controversial. Reliable information is, unsurprisingly, hard to come by. The conspiracy theory (in the neutral sense of the term) refers us back to MKULTRA, of course, which was real. Pynchon referenced MKULTRA implicitly as early as COL49.
