The dogs, engineered and lethal, are watching you from the woods.
Presently, as evening comes on, a few bitter flakes of snow begin to
fall.
What does the "white webbing" refer to exactly?
There’s a type of military belt called a web belt.

When I was a safety boy - 6th grade crossing guard - they issued us
something like the above, but it also went up over one shoulder.

(Ours, like the guard’s in the passage, were white)
Gratuitous personal reminiscence:
I got demoted to the loneliest corner for “goofing around too much.” My
erstwhile safety-boy comrade at the super busy corner ratted me out!
Got to admit, from this vantage, that does look like a pretty good call.
Thirteen Mile Road Beaumont Hospital entrance traffic not a good comedy
venue!
Corner of Hillside and Yorba Linda with 6 customers a day much better for
practicing stand-up. (-;
No hecklers or ambulances to worry about.
