Peace Talks

Unfortunately, Putin’s MO is to have peace talks, sign agreements and then
take as much advantage as possible of the lowered defense of the other
side.  At best he uses the talks a a delaying tactic.  Usually it is to
make an extra blow against the other side before stopping for more talks.
