I think the different size of their heads is irrelevant. Hat bands will 
stretch a little - what can sit high in good weather can be pulled down 
in the bad weather -  it's a comic look and if my memory wasn't failing 
I'd think of a 1940s/50s film with a character so dressed - mac or 
trench coat belted tight, collar up and hat pulled down, face on into 
the driving rain.
